Refined the Command Center experience with clearer layered dashboard behavior, better participant operations, cleaner navigation, and expanded report/action workflows.

Added help/info icons and tooltips across dashboard sections, including section-level metric guidance and more specific Interpretation friction/theme explanations.
Updated Dashboard layers so Signal, Interpretation, and Action use consistent collapsible card behavior, can be reopened/recollapsed, and show only red notable-item counts when collapsed.
Reworked Signal into Core Metrics and Reliability groups, clarified the low-confidence indicator, and improved spacing so metric cards no longer appear compressed.
Moved the What Changed card into Signal, removed the redundant Ranked Friction Snapshot, and moved Top Risks and Opportunities content into the Action Queue page.
